MSME schemes 2026 to build or expand a factory shed - Mahawar Prefab Solutions

Updated: 7 October 2026

Most of the MSME schemes announced in and after the Union Budget 2026-27 do not pay for a factory building directly. They help in other ways: equity for growing firms, guarantees that make banks more willing to lend, and faster payment of your bills. This guide puts every major scheme in one table, says honestly whether it helps with a shed, and links to our detailed post on each.

We write this as an MSME ourselves. Mahawar Prefab Solutions holds the ZED Bronze certification from the MSME ministry’s programme, so we deal with the same bank files and Udyam forms our customers do.

Equity support: money for a share in your business

SME Growth Fund – Rs 10,000 crore

Announced in para 28 of the Budget Speech 2026-27 and approved by the Union Cabinet on 6 October 2026. The government will commit Rs 10,000 crore to an AIF – a privately pooled investment fund registered with SEBI. The fund gives “patient growth equity capital” to SMEs with demonstrated business viability and scalability. Most of the money is meant for small and medium manufacturing firms, and it will also consider SMEs in industrial clusters in Tier-II and Tier-III cities.

Building? Equity is not a building loan, but an investor’s money can strengthen your balance sheet and support an expansion plan that includes a new shed. The fund manager, application route and launch date have not been announced yet. Read more: SME Growth Fund for MSME manufacturers.

Self-Reliant India (SRI) Fund – Rs 2,000 crore top-up

The SRI Fund was set up in 2021 to give risk capital to MSMEs. Budget 2026-27 (para 29) tops it up with Rs 2,000 crore, mainly to keep supporting micro enterprises. As per the PIB backgrounder of 15 February 2026, the fund had backed 682 MSMEs with Rs 15,442 crore by 30 November 2025.

Building? Indirectly. It invests through other funds, so it is an option for firms ready to take on an investor, not a shed subsidy.

SIDBI – Rs 5,000 crore equity

On 21 January 2026 the Cabinet approved Rs 5,000 crore of equity for SIDBI (Small Industries Development Bank of India), in three instalments up to 2027-28. This is capital for SIDBI so it can lend more. The government expects the number of MSMEs financed by SIDBI to rise from 76.26 lakh to 102 lakh by the end of FY2028.

Building? You cannot apply to this money. But SIDBI’s own term loans can be used for a new unit or expansion, subject to its terms. Details: SIDBI Rs 5,000 crore equity and factory loans.

Credit guarantees: making banks more willing to lend

CGTMSE – ceiling now Rs 10 crore

CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) guarantees part of a loan so the bank does not need collateral or a third-party guarantee. From 1 April 2025 the ceiling went up from Rs 5 crore to Rs 10 crore. It covers micro and small units only, not medium. Cover ranges from 75% to 90% depending on the borrower category; ZED-certified units, for example, get 85% and a fee concession. See cgtmse.in.

The Budget also announced CGTMSE guarantees for invoice discounting on TReDS. CGTMSE issued a circular in June 2026 for this, effective once RBI approves; news reports say the cover has gone live on some TReDS platforms.

Building? CGTMSE covers term loans and working capital, but no official document says it funds shed construction. The bank decides what it finances. Full guide: CGTMSE loan for a factory shed.

MCGS-MSME – 60% guarantee, loans up to Rs 100 crore

The Mutual Credit Guarantee Scheme for MSMEs, run by NCGTC, gives lenders a 60% guarantee on loans up to Rs 100 crore to Udyam-registered MSMEs for equipment and machinery. Since the changes of 21 March 2026, at least 60% of the project cost must be machinery or equipment (earlier 75%). Service-sector MSMEs are now included, and the 5% upfront contribution is refundable in stages if the account performs.

Building? This is a machinery scheme. A larger project may include other costs, but whether the shed is financed under it is the bank’s decision.

ECLGS 5.0 – working capital only

The Emergency Credit Line Guarantee Scheme 5.0, approved on 5 May 2026, gives a 100% guarantee for MSMEs on extra working capital – up to 20% of peak fund-based working capital, capped at Rs 100 crore – for borrowers with existing limits.

Building? No. It is for running costs, not construction. Do not plan a shed around it.

For how a bank actually puts together a shed loan, see MSME loan for factory shed construction.

Udyam limits – and why your building does not count

From 1 April 2025 (S.O. 1364(E)), the limits for investment in plant and machinery and for turnover are:

  • Micro: investment up to Rs 2.5 crore, turnover up to Rs 10 crore
  • Small: up to Rs 25 crore and Rs 100 crore
  • Medium: up to Rs 125 crore and Rs 500 crore

Under the 2020 notification, the investment figure excludes land and building, furniture and fittings. So spending on a new PEB factory shed does not, by itself, push you into a higher category. Crossing either limit (investment or turnover) moves you up; this matters because CGTMSE covers only micro and small units.

Liquidity: TReDS for CPSE purchases

TReDS (Trade Receivables Discounting System) is an online platform where your bills to large buyers are paid early by financiers. A Ministry of MSME notification dated 30 June 2026 makes TReDS mandatory for settling all central PSU (CPSE) purchases from MSMEs. There are five platforms: RXIL, M1xchange, Invoicemart, C2treds and DTX.

Building? Indirectly. Steadier cash flow and a clean repayment record make your term loan application stronger.

Other Budget 2026-27 announcements

Legacy industrial cluster revival

Para 26 of the Budget Speech proposes a scheme to revive 200 legacy industrial clusters through infrastructure and technology upgradation. Which clusters, and what support units get, has not been published yet. If your unit is in an old industrial town, watch for the guidelines.

Corporate Mitras

Para 31 says ICAI, ICSI and ICMAI will train “Corporate Mitras” – accredited para-professionals in Tier-II and Tier-III towns who help MSMEs meet compliance requirements at affordable cost. Useful for the paperwork side of a project.

State incentives

For buildings, state policies often matter more than central schemes. For example, Punjab notified its Industrial & Business Development Policy 2026 in the gazette on 8 March 2026. State-by-state details: state subsidy for factory shed 2026.

What this means if you are planning a factory shed or warehouse

  • Budget: Build your project cost first, then see which loans and guarantees fit. Our PEB warehouse cost guide helps with a first estimate.
  • Documents: Banks usually ask for the Udyam certificate, GST registration, the approved building plan, a civil/structure estimate or quotation, machinery quotations and repayment projections.
  • Quotation and drawings: A clear PEB quotation with a scope list, plus general arrangement drawings, helps the bank’s appraisal. Steel to IS 2062 (Part 1):2025 and design to current codes such as IS 1893 (Part 1):2016 for earthquake loads should be stated (the 2025 revision of IS 1893 was withdrawn, as reported, so the 2016 edition applies).
  • Timeline: A pre-engineered building is fabricated in a factory while site work goes on. Compare options in PEB vs RCC.
  • Tax: GST on PEB supply is generally 18% (confirm with your CA), and input tax credit on your own building is generally not available.
  • Expansion later: Ask for the frame to be designed so an end wall can be extended, so the next phase does not need a new structure.

Frequently asked questions

Is there a government scheme that directly pays for an MSME factory building in 2026?

No central scheme announced in 2026 directly pays for a factory building. Guarantees like CGTMSE make loans easier, but the bank decides what it finances. Some state policies give capital subsidies linked to investment.

What is the CGTMSE limit in 2026?

CGTMSE guarantees collateral-free loans up to Rs 10 crore for micro and small enterprises, for guarantees approved on or after 1 April 2025.

Can I apply to the SME Growth Fund now?

Not yet. The Cabinet approved the Rs 10,000 crore fund on 6 October 2026, but the fund manager and application route have not been announced.

Does my factory shed count toward the Udyam investment limit?

No. The investment figure for Udyam excludes land and building, so spending on a new shed does not, by itself, change your micro, small or medium status. Turnover still counts.

Can ECLGS 5.0 be used to build a shed?

No. ECLGS 5.0 is additional working capital for borrowers with existing limits. It is not meant for construction.

What does MCGS-MSME require?

It gives lenders a 60% guarantee on loans up to Rs 100 crore to Udyam-registered MSMEs, and since 21 March 2026 at least 60% of the project cost must be machinery or equipment.
