Pre-Engineered Building Manufacturer in Himachal Pradesh
Mahawar Prefab Solutions (MPS) designs, makes and erects pre-engineered steel buildings (PEB) for factories and warehouses across Himachal Pradesh. Our plant in Mandi Gobindgarh, Punjab is about 80-100 km by road from the Baddi-Barotiwala-Nalagarh belt, which is a short road trip for our trucks and site team.
We are part of the Mahawar Group, in the iron and steel trade since 1990, and we have made PEB buildings since 2021. MPS holds ISO 9001:2015, ISO 45001:2018 and ZED Bronze certification. ZED is the Ministry of MSME’s certification – we are an MSME ourselves, and we know the budget and loan pressure a small unit faces.
Distance and delivery from our plant
All PEB parts – columns, rafters, purlins, roof and wall sheets – leave our Mandi Gobindgarh plant by truck. The table shows approximate road distances. Hill roads and weather can change travel time.
| Industrial area | District | Approx. road distance from Mandi Gobindgarh |
|---|---|---|
| Nalagarh | Solan | about 80 km |
| Baddi / Barotiwala | Solan | about 95-105 km |
| Parwanoo | Solan | about 100 km |
| Una (Tahliwal, Gagret, Amb) | Una | about 130-160 km |
| Kala Amb | Sirmaur | about 130 km |
| Paonta Sahib | Sirmaur | about 190 km |
| Manali / Kullu valley | Kullu | about 300-320 km |
On a hill job, distance matters: if a part has to be changed or added, it comes from a plant in the next state, not from the other end of the country.
Industrial areas we serve in Himachal Pradesh
- Baddi-Barotiwala-Nalagarh (BBN), Solan – Himachal’s largest industrial belt, best known for pharmaceutical units, along with FMCG, packaging, textiles and engineering.
- Parwanoo, Solan – an industrial town at the Kalka end of the Shimla road, where plots are often small or on a slope.
- Kala Amb, Sirmaur – an industrial area on the Haryana border, reached via Naraingarh.
- Paonta Sahib, Sirmaur – an industrial town on the Yamuna, on the Uttarakhand border.
- Una district – industrial areas such as Tahliwal, Gagret and Amb, close to the Punjab border.
- Hill towns – Shimla, Solan, Mandi, Kullu and Manali, mainly for cold stores, fruit-processing sheds, warehouses, schools and halls.
Building types we make for Himachal units
- Pharmaceutical units – a clear-span steel shell (few or no inside columns, depending on the width), with mezzanine floors for offices, stores or air-handling units. The cleanroom panels, HVAC and GMP fit-out are done by your specialist contractor inside our structure; we coordinate heights, openings and loads with them at the design stage.
- Factory sheds – for engineering, plastics, packaging and textile units, with crane beams where you need an EOT crane.
- Warehouses and godowns – for raw material, finished goods and distribution, with wide spans for easy truck and forklift movement.
- Cold storage and fruit-processing buildings – using our pre-insulated “Coolshyne” roofing sheets where insulation is needed.
- Multi-level buildings – G+1 mezzanine structures that use a small hill plot fully.
We make our own colour-coated roofing sheets, C and Z purlins and flashings, and we supply PPGI, PPGL (AZ70/AZ150) and ZAM (zinc-aluminium-magnesium) coated sheets from JSW, Jindal, AM/NS, DATASHYNE and Inderdhanush. We suggest the coating class to suit your site.
Designing for Himachal’s conditions
Every MPS building is designed for its exact site, using Indian codes:
- Earthquakes: Himachal Pradesh is one of the more earthquake-prone parts of India. We design to IS 1893 (Part 1):2016, the seismic code in use (the 2025 revision was withdrawn in 2026, as reported), using the zone and soil for your plot. A steel PEB is much lighter than an RCC building, which reduces earthquake forces on the structure and foundation.
- Snow: Most industrial belts – BBN, Kala Amb, Paonta Sahib, Una – are in the lower foothills where snowfall is rare. For sites at higher altitude, we design the roof for snow load as per IS 875 (Part 4), and may use a steeper roof slope and closer purlin spacing so snow slides off and the sheets do not sag.
- Wind: Wind load is worked out as per IS 875 (Part 3) for your location, height and how exposed the site is.
- Rain: Monsoon rain is heavy in many districts. We size gutters and downpipes for it and detail roof laps, ridge and flashings to keep water out.
- Steel: Structural steel is to IS 2062 (Part 1):2025, the current Indian standard for hot-rolled structural steel.
Note: the National Building Code 2016 was replaced by the National Building Construction Standards 2026 on 30 April 2026 (Gazette notification).
Hill sites: access and erection
Many Himachal plots are on slopes, on narrow roads, or have little space for a crane. We plan for this before fabrication starts:
- We check the road route and turns to your plot, so long members can be split into lengths a truck can carry and joined on site with bolted splices.
- PEB members are mainly bolted together on site, which keeps site welding low.
- For terraced or sloping plots, the building can be stepped, or a mezzanine can be added to get more floor area from a small footprint.
- We plan erection around the monsoon and winter, and agree the schedule with you.
Share your plot size and photos of the access road and we can model your building in 3D, with bays, mezzanine, crane and colours, before you decide.
Approvals in short
- Self-certification for MSMEs: Under Himachal’s Industrial Investment Policy 2019 rules, an MSME may start construction under self-certification once it has clear title to the land and has applied for development permission. Confirm the procedure with your planning office.
- Building plan: Get your plan approved by the planning authority for your area. Many banks ask for the approved plan and building permit before they release a term loan for construction.
- Factory licence: Under the OSH Code 2020 (in force from 21 November 2025), a factory licence is needed from 20 workers with power or 40 without power.
- GST: GST on a PEB supply is usually 18% (confirm with your CA). GST paid on building your own factory shed is generally not available as input tax credit.
For loan papers, margins and what banks ask for, read our guide on MSME loans for factory shed construction.
Government incentives for new factories in Himachal Pradesh (2026)
The HP Industrial Investment Policy 2019 and Rules (amended up to December 2023) give MSMEs benefits that depend on the area category (A, B or C) of the location: land or industrial shed allotment at a 50%/60%/70% concession if production starts within 2 years; stamp duty and registration fee at only 50%/30%/10% of normal rates; 3% interest subvention on term loans, up to Rs 2/4/6 lakh a year for 3 years; and net SGST reimbursement of 60% (Category A) or 90% (B and C) for 7 years. We did not find a state capital subsidy on the factory building in this policy. A new Himachal industrial policy is expected, so check whether it has been notified before you invest.
Central support applies in Himachal too. A CGTMSE guarantee can now cover collateral-free loans of up to Rs 10 crore for micro and small units, with a higher cover for ZED-certified units. Under the MCGS-MSME machinery-loan guarantee, at least 60% of the project cost must be machinery or equipment. On 6 October 2026 the Union Cabinet approved Rs 10,000 crore for the SME Growth Fund, which will give equity through an AIF (a privately pooled investment fund registered with SEBI); the fund manager and application route are not yet announced. No scheme says in its rules that it funds sheds – the bank decides what it finances. For a state-by-state comparison, see our state subsidy guide for factory sheds (2026).
Udyam tip: land and building are not counted in your MSME investment figure (only plant, machinery and equipment are), so spending more on a PEB shed does not by itself push you out of the micro or small category. Turnover limits still apply.
Indicative price
As a starting point, our published estimate for a PEB warehouse is about Rs 300-400 per sq ft (October 2026), so a 10,000 sq ft warehouse comes to roughly Rs 30-40 lakh. The actual price depends on span, height, crane, mezzanine, sheets, design loads and steel rates. Hill sites can add cost for transport, retaining work and foundations. See our PEB warehouse cost guide for what is included, and ask us for a written quote for your plot.
Our work
Some buildings from our project list (these are outside Himachal Pradesh):
- 20,000 sq ft PEB warehouse for Ashirvad by Aliaxis at Tapa Mandi, Punjab – read the case study.
- 49,000 sq ft facility with an industrial crane and rail-coach system.
- 22,290 sq ft building with mezzanine and crane.
- 11,800 sq ft G+1 mezzanine double-slope building with crane.
- 20,400 sq ft double-slope building with ventilation monitor.
Every job passes 25+ quality checkpoints across design, fabrication and site work, and you can follow progress through dispatch logs and photo updates.

Frequently asked questions
How far is your plant from Baddi?
Our plant in Mandi Gobindgarh, Punjab is about 95-105 km by road from Baddi, and about 80 km from Nalagarh. That is a short road trip for our trucks and site team.
Can you build a PEB shell for a pharma unit?
Yes. We build the steel structure, roof, walls and mezzanine floors. The cleanroom, HVAC and GMP fit-out are done by your specialist contractor, and we plan heights, openings and loads with them at the design stage.
Do you design for snow load?
Yes. For sites at higher altitude we design the roof for snow as per IS 875 (Part 4), often with a steeper slope and closer purlins. Most industrial belts like Baddi, Kala Amb and Una are in the lower foothills where snow is rare.
Are your buildings safe in earthquakes?
We design every building to IS 1893 (Part 1):2016, using the seismic zone and soil of your site. A steel PEB is much lighter than an RCC building, which reduces the earthquake forces it has to resist.
What does a PEB warehouse cost in Himachal?
Our published estimate is about Rs 300-400 per sq ft for a PEB warehouse (October 2026). Hill sites can cost more because of transport and foundations. We give a written quote after seeing your size and site.
Can long steel members reach a hill site?
Yes, in most cases. We check the access road first and split long members into lengths a truck can carry. They are joined on site with bolted splices.
Is there a state subsidy for a new factory in Himachal?
The HP Industrial Investment Policy 2019 gives MSMEs stamp duty, interest subvention and net SGST benefits by area category. A new policy is expected, so check whether it has been notified before you invest.
Can I get a bank loan for the shed?
Many MSMEs fund a new factory through a term loan, and a CGTMSE guarantee can cover collateral-free loans up to Rs 10 crore for micro and small units. The bank decides what it finances, so share our quote with your bank early.
