Industrial subsidy for a new factory shed in Punjab, Haryana, Rajasthan, Himachal and J&K 2026

Updated: 7 October 2026

If you are building a new factory shed in north India in 2026, Punjab has a newly notified package: its Industrial & Business Development Policy 2026 offers a capital subsidy of up to 20% of eligible investment (maximum Rs 10 crore), plus SGST, electricity duty and stamp duty benefits. Haryana, Rajasthan, Himachal Pradesh, J&K and the UP side of NCR all work differently, and in most of them the factory building itself may or may not count. Below are the verified rules side by side, so you can ask your DIC (District Industries Centre) and CA the right questions before signing a building contract.

Quick comparison: state incentives for a new factory shed (October 2026)

State Current policy Main benefits for a new MSME unit Does the shed count?
Punjab Industrial & Business Development Policy 2026 (Gazette, 8 Mar 2026) Capital subsidy up to 20% of eligible FCI (max Rs 10 crore); 75% net SGST reimbursement; 100% electricity duty exemption for 10-15 years; 100% stamp duty on land/building; CGTMSE fee reimbursement Set in the operational guidelines – check DSOG-2026
Haryana Make in Haryana 2026 (large units only); separate MSME policy MSME rates only reported in news (15-30%, up to Rs 4 crore) – check the official notification; Right to Business Act 2026 for faster approvals Not confirmed
Rajasthan RIPS 2024 + MSME Policy 2024 Interest subvention for 7 years; 75% of state tax as investment subsidy for 10 years; capital subsidy only for selected sectors; 25% capital subsidy for warehouses (logistics) Not confirmed for general MSMEs
Himachal Pradesh Industrial Investment Policy 2019 (new policy expected) Land/shed allotment concessions; reduced stamp duty; 3% interest subvention; 60-90% net SGST for 7 years Check the new policy before investing
J&K Central scheme NCSS 2021 New registrations closed on 30 Sep 2024 For manufacturing, building is not in the capital incentive base
UP (NCR side) MSME Promotion Policy 2022 Capital subsidy 10-20% in Paschimanchal (micro/small/medium), cap Rs 4 crore; stamp duty relief Not confirmed; first instalment is paid after the related buildings are completed

FCI means Fixed Capital Investment – broadly what you spend on land, building and plant & machinery. Each state defines exactly what is “eligible”, and that definition decides whether your shed adds to your subsidy.

Punjab: Industrial & Business Development Policy 2026

Punjab notified its new policy in the Punjab Government Gazette on 8 March 2026. After that date, no new applications are accepted under the older 2022 policy, so a unit starting now falls under the 2026 rules. Key points for an MSME:

  • Capital subsidy: up to 20% of eligible FCI, maximum Rs 10 crore, paid in yearly instalments over your eligibility period.
  • Net SGST: 75% reimbursement for the eligibility period, within a yearly ceiling.
  • Electricity duty: 100% exemption for the period you choose (10 to 15 years, a one-time choice when you file).
  • Stamp duty: 100% exemption or reimbursement on purchase or lease of land and buildings.
  • CGTMSE fee: 100% reimbursed for micro and small units, up to Rs 3 lakh a year, for 7 years from commercial production.
  • Overall cap: total incentives up to 100% of eligible FCI (125% in border districts, Kandi areas and priority sectors), with an absolute cap of Rs 500 crore.

Two conditions matter a lot. First, MSMEs need at least ZED Bronze certification (a Ministry of MSME quality rating) when the incentive application (I-CAF, the Common Application Form) is approved to get post-production incentives. Second, your MSME category for incentives is decided only by your plant and machinery investment on the date commercial production starts.

Does the factory building count? Under the 2022 policy, the “main factory shed” was listed as eligible civil work. For the 2026 policy, the definition of eligible FCI sits in the Detailed Schemes & Operational Guidelines (DSOG-2026). Check DSOG-2026 with your DIC before you count on the shed adding to your subsidy.

Haryana: two policies and a new approvals law

Haryana notified the Make in Haryana Industrial Policy 2026 on 26 May 2026. As summarised by Grant Thornton, it applies only to Large (FCI above Rs 125 crore), Mega and Ultra Mega units. MSMEs fall under a separate Haryana MSME and export policy.

For that MSME policy, news reports mention capital subsidy of 15-30%, up to Rs 4 crore. We could not find the official notification, and reports differ. Treat these figures as “reported” and check the official notification with HEPC or your DIC before planning on them.

The firmer news is on approvals. The Haryana Right to Business Act 2026 was passed on 1 September 2026 and notified in the e-gazette on 18 September 2026. As per the bill text, it covers Udyam-registered MSME manufacturing units, new or expanding. A district agency must issue an in-principle approval certificate or reject within 15 working days, with a deemed-approval route after that. See our Haryana PEB page.

Rajasthan: RIPS 2024 and MSME Policy 2024

The Rajasthan Investment Promotion Scheme (RIPS) 2024, notified on 8 October 2024, runs till 31 March 2029 or until a new policy is notified. RIPS uses its own, smaller MSME size bands. For MSMEs:

  • Interest subvention for 7 years: 6% on loans up to Rs 5 crore, 4% for Rs 5-10 crore, 3% for Rs 10-50 crore. The MSME Policy 2024 adds a further 0.5-2% on plant and machinery loans.
  • Investment subsidy under the MSME Policy 2024: 75% of state tax due and deposited, for 10 years.
  • Capital subsidy for MSMEs only in two cases: plastic-alternative makers (50%, max Rs 40 lakh) and agro & food processing (50%, max Rs 1.5 crore).
  • Warehouses: under the logistics package, 25% capital subsidy (20% for cold storage), with an annual ceiling of Rs 15 crore – you choose capital or interest subsidy.
  • Electricity duty and mandi fee 100% for 7 years. All MSME incentives are capped at Rs 5 crore a year.

Whether civil and building cost counts in the MSME investment base is not confirmed – ask the DIC. Rajasthan’s MSME Facilitation Act 2019 lets a new MSME file a declaration and get an acknowledgement certificate that works as an approval; this is valid for 5 years (as per Rajasthan MSME Policy 2024). Our Rajasthan PEB page lists the cities we serve.

Himachal Pradesh: 2019 policy, new one expected

The Industrial Investment Policy 2019 and Rules (amended to December 2023) give MSMEs, by area category A/B/C:

  • Land or industrial shed allotment at 50%/60%/70% concession if production starts within 2 years.
  • Stamp duty and registration fee at 50%/30%/10% of normal rates.
  • Interest subvention of 3% on term loans, up to Rs 2/4/6 lakh a year for 3 years.
  • Net SGST reimbursement of 60% (A) or 90% (B, C) for 7 years.
  • MSMEs may start construction on self-certification after title and applying for development permission.

A new Himachal policy is expected. Check the current position with the Industries Department before investing. See our Himachal PEB page.

Jammu & Kashmir: central scheme closed to new applicants

The central New Central Sector Scheme (NCSS 2021) for J&K offered a capital investment incentive of 30% (Zone A, max Rs 5 crore) or 50% (Zone B, max Rs 7.5 crore). For a manufacturing unit, this was calculated on plant and machinery, not the building. Registration for new applicants ended on 30 September 2024, as noted in this ICAI guide. For a new unit, ask the J&K Industries Department what applies today. See our J&K PEB page.

UP side of Delhi NCR: MSME Promotion Policy 2022

Under the UP MSME Promotion Policy 2022, first-time capital subsidy in Paschimanchal (western UP, which includes Gautam Buddh Nagar/Noida and Ghaziabad) is 20% for micro, 15% for small and 10% for medium units, plus 2% for SC/ST and women entrepreneurs, capped at Rs 4 crore. It is paid in two equal instalments: the first after construction of the related buildings is completed, the second when at least 50% of commercial production starts. Stamp duty relief is 75% in Paschimanchal but 50% in Gautam Buddh Nagar and Ghaziabad. Land cost itself is not eligible. The policy summary does not spell out how much of the building cost is counted, so confirm with the DIC. See our Delhi NCR PEB page.

What this means if you are planning a factory shed or warehouse

State subsidies are mostly paid after you build and start production. Plan your budget without the subsidy and treat it as a later benefit.

  • Budget: get a firm quotation early. Our warehouse cost guide explains what drives per sq ft cost.
  • Timeline: subsidy deadlines often depend on when commercial production starts. A pre-engineered building (PEB – a steel building designed and fabricated in a factory, then bolted together on site) is usually faster to erect than RCC; see PEB vs RCC.
  • Bank papers: banks typically ask for an approved plan and building permit, a civil construction estimate and quotations. The bank decides what it finances. Read our MSME loan for factory shed guide and CGTMSE loan guide.
  • Udyam category: under central Udyam rules, land and building do not count toward your investment limit (micro up to Rs 2.5 crore, small Rs 25 crore, medium Rs 125 crore).
  • Expansion later: some states (Punjab, J&K) treat expansion separately. A PEB designed with an extendable end wall makes a later bay easier to add.

For a real example of a warehouse built this way in Punjab, see our 20,000 sq ft PEB warehouse for Ashirvad by Aliaxis in Tapa Mandi.

How to make your shed count: documents and timing

  1. Register first. Get Udyam registration and file the state incentive application (in Punjab, the I-CAF) early. Ask your DIC what must be filed before you start building or buying machinery.
  2. Get approvals in writing. Building plan approval, CLU where needed, fire safety certificate, and in Punjab a stability certificate before production under the Factory Rules.
  3. Keep clean invoices. Separate invoices for building (structure, roofing, civil) and machinery, paid through the bank, not cash. GST on PEB supply is generally 18% (confirm with your CA). Note that GST paid on constructing your own factory building is generally not claimable as input tax credit, so budget for it as a cost.
  4. Keep drawings and photos. Approved drawings, design calculations and dated site photos help at physical verification.
  5. Record commercial production date. Many incentive periods are linked to this date (in Punjab, the CGTMSE fee reimbursement runs 7 years from commercial production). File claims on time each year.

Frequently asked questions

What is the capital subsidy in Punjab’s industrial policy 2026?

Up to 20% of eligible fixed capital investment, with a maximum of Rs 10 crore, paid in yearly instalments over the eligibility period, as per the Industrial & Business Development Policy 2026 notified on 8 March 2026.

Does a new factory shed count for subsidy in Punjab?

It did under the 2022 policy. For the 2026 policy, eligible FCI is defined in the Detailed Schemes & Operational Guidelines (DSOG-2026), so check DSOG-2026 with your DIC before counting on it.

Is ZED certification needed for Punjab incentives?

Yes. MSMEs must hold at least ZED Bronze at the time of approval to get post-production incentives under the 2026 policy.

Does Make in Haryana 2026 cover MSMEs?

No. It covers Large, Mega and Ultra Mega units. MSMEs come under a separate Haryana MSME policy, whose rates are so far only reported in news, so check the official notification.

Does a factory building count in the Udyam investment limit?

No. Under the Udyam rules, land and building are excluded from the investment figure, so a larger shed does not change your MSME category.

When is UP’s MSME capital subsidy paid?

In two equal instalments: the first after construction of the related buildings is completed, and the second when at least 50% of commercial production starts.
